The organisation:

MHA’s main purpose is to provide and manage affordable homes in Monmouthshire for people who need them and to ensure all those homes meet the Welsh Housing Quality Standard and then are maintained at that standard. We manage and maintain around 3,600 homes and 270 leasehold properties, as well as large numbers of garages and other land around and within our estates. We deliver our affordable housing by working with private developers as well as redeveloping existing MHA sites (obsolete accommodation / garages), converting non-residential sites into residential accommodation whilst also seeking land for new build developments.

Being in a rural county, we understand the need to develop homes in locations where affordable options are limited and have completed a number of developments to secure sustainable, good quality housing in rural communities.

The Role:

You will have the opportunity to support the delivery of the Property Development and Maintenance aims as stated within MHA’s Corporate Plan; Strategy and Development/Maintenance Policy.

Our primary aim is to provide a 2 year structured training programme and the appointment of a RICS counsellor to support the successful graduate in working towards the Assessment of Professional Competence (APC) and becoming a RICS Chartered Member.

Furthermore the successful applicant will have the opportunity to undertake a fully supported ILM Leadership and Management qualification with a peer group of graduates on the Cardiff Capital Region Graduate Scheme, at the University of South Wales.

The training programme will ensure alignment between the elements of your chosen pathway and the main aspects of your role which will include the following:

Land and Development

  • To assist the management of development projects from inception to completion.
  • To assist in the delivery of all pre-contract and post-contract development processes and agreements including the identification and financial appraisal of development opportunities along with appropriate application of risk management techniques.
  • To assist the design, planning and construction phases of development.
  • To assist the management of the completion of construction projects and defects periods.
  • To assist the resolution of land and title issues to enable development.
  • To contribute to the development and continuous improvement of the Association’s design, specification and standard of new homes.
  • To assist in the issue, collection, monitoring and recording of all necessary documentation related to the appointment of consultants and specialists to ensure that investigations / surveys are instructed in a timely and professional manner to facilitate the progress of development projects.
  • To assist the process of appointing and monitoring the performance of consultants, other specialists and contractors for the design and delivery of development projects; to ensure effective contract, cost and project management to achieve required outcomes.
  • To assist in the process of property acquisitions and refurbishment to facilitate the letting process.
  • To assist in the submission of Welsh Assembly Government grant applications and collection and accounting for grant receipts

Asset Maintenance programmes

  • To assist in the management of planned maintenance, cyclical maintenance and small improvement works programmes to ensure delivery of projects is on time, to budget, and meets quality standards.
  • Carry out surveys/investigations as required, including condition; asbestos; works to be done; boundary disputes; and external assets.
  • Preparation of building control, planning and listed building applications.
  • Preparation of specifications and tender documents as directed.
  • To contribute to the development and continuous improvement of the Association’s design, specification and standard of new homes.

Records & Reporting

  • To prepare reports and supporting information to provide updates to the Head of Service on a regular and timely basis including the cash flow requirements for projects.
  • To provide statistical, financial and other information as required by the Head of Service.
  • To assist with the maintenance of project records for internal and external audit and ensure databases are kept up to date.

Essential Criteria

  • You will need to have successfully completed a RICS accredited degree prior to undertaking a minimum 24 month period structured training plan.
  • We are seeking a self-confident individual who is able to approach their own development with initiative, demonstrating adaptability and resilience within their role.
  • Good organisational skills, able to set priorities and manage progress of works and demands.
  • Able to act on own initiative to identify and implement improvements and to respond to unforeseen circumstances.
  • Show a willingness to get involved with the work of individual team members and the team generally
  • Able to demonstrate ambition to achieve a career in surveying in social housing
  • Showing flexibility and the ability to cope with change and adapt to a range of tasks
  • Good communication and presentation skills to be able to deal effectively with enquiries from customers, other departments and agencies
  • Able to demonstrate a commitment to equal opportunities principles and practice

Desired Criteria

  • Ideally possess a full driving licence. MHA will provide funding support for driving lessons.
